VILLE PLATTE It is with great sadness and heavy hearts that the family of Scarlett Phipps OKelley, 57, announces her passing on Sunday, April 20, 2014. Raga, as she was known to those closest to her, left this world peacefully surrounded by her beloved family. Her family, following her wishes, plans no formal funeral services.
Scarlett leaves behind a loving brother, Nick H. Phipps and his wife, Sandra of Ville Platte.
She will now reunite in Heaven with her beloved husband, Bear OKelley and her parents, Dennie and Bernice Stipes Phipps. Their reunion will surely be a joyous occasion.
